To be able to make use of the Bits and Channel Points features provided by Twitch, you have to make sure you have joined the Twitch Affiliate or Partner program.

To validate things are set up correctly on Twitch's end, you can check if you see the Bits Icon in your Chat. If you do not, you may have not onboarded correctly or disabled Bits on your Channel. You can head to your Payout Onboarding page to ensure all steps have been completed.

If you are eligible and still can not set up Bits for your sounds, please do the following:
Please visit the Sound Alerts Dashboard.
When logged in, please log out and re-login manually. This will ensure the system tracks your Twitch affiliate/partner status. 
After logging in, you can set Bits for your sounds and create sounds with Channel Points.
